Roof Replacement for Windsor, CO Homes
Windsor was incorporated in 1890. Most of the town lies in Weld County, with part extending into Larimer County, across about 25.1 square miles. The 2020 Census counted 32,716 people, and the Census estimate for July 2025 is 43,840.
Growth like that means two very different kinds of roofs. Some homes date from the town's farm and factory years, while many more went up after 2000. Both kinds sit in hail country, and Windsor took a direct hit from the 2008 tornado.
Windsor, CO Homes, Old and New
The town started as "the Halfway House," built in 1873 by J.L. Hilton on the road between Greeley and Fort Collins. The railroad came in 1882. From 1905 until 1966, the Great Western Sugar factory processed sugar beets here, much of the work done by German-Russian immigrants. A Kodak plant followed, and today wind-blade production is part of the local economy.
The Town says it has been "balancing growth" since 2000. Census figures show 77.6% of homes are owner-occupied, and the median owner-occupied home value is $604,000. On a home of that value, the choice of shingle, underlayment and ventilation is worth a careful written comparison, not a quick handshake.

The 2008 Windsor, CO Tornado
Around noon on May 22, 2008, an EF-3 tornado struck Windsor. The National Weather Service in Boulder recorded peak winds of 165 mph along a path of about 24 miles across Weld County. One person died and 78 were hurt. About 850 homes were damaged, and nearly 300 of them were badly damaged or destroyed.
The storm also dropped damaging hail up to the size of baseballs, and insured losses reached $147 million. The Town keeps its own tornado history page. Roofs put on after that storm are now about 18 years old, and Colorado's hail season, mid-April to mid-September, keeps testing them every year.
- Dented metal. Dings on gutters, vents or a mailbox after a storm can hint at roof hits too.
- Granules in the downspouts. Heavy loss of the gritty shingle coating is worth a look.
- A new ceiling stain. Water inside means the roof needs checking soon.

Windsor, CO Roof FAQs
Who issues re-roof permits in Windsor, CO?
The Town of Windsor's Community Development / Building office at 200 N. 11th Street, open Monday through Thursday. The phone is 970-674-2436, and permit email goes to bp@windsorgov.com. Your roofer normally applies, but you can call the office to confirm a permit was issued.
My Windsor, CO home is in Larimer County. Does that change anything?
Not for the permit. Windsor issues its own permits on both sides of the county line, so Larimer County's rules for unincorporated areas don't apply inside the Town. Your roofer works with the Town's building office either way.
Was my roof replaced after the 2008 tornado?
If you bought an older home, the seller's disclosures or the Town's permit records may show it. A roof put on in 2008 or 2009 is now well into its life, and a free inspection can tell you how it has held up through the hail seasons since.
Are there grants for a new roof in Windsor, CO?
Not yet. SB26-155 created the Strengthen Colorado Homes program, which the Division of Insurance is now organizing, and the first grants are expected in 2027 at the soonest. No amount has been set. Many insurers do discount impact-resistant roofs today, so ask yours.
